[2.10.0] - Release Notes

In this release, we have unified the configuration parameters into a single file, making it easier to manage and customize the settings for the OCR service. Additionally, we have updated the Facephi Recognition library to version 3.26.0, which includes various improvements and bug fixes. We have also introduced a new IDCard interpreter with several enhancements to improve the accuracy and efficiency of ID card processing, the previous interpreter is still available for backward compatibility, and used by default.
